SERVICES TO CITIZENS:

APPROACH FROM THE URBAN PLAN

To issue an extract from an urban plan shall be submitted:

– Request (completed form is received in the municipality)

– Attachments to the request are:

a copy of a cadastral map for a cadastre parcel
property sheet
confirmation of paid administrative fees
SOLUTION FOR LOCATION CONDITIONS

For solution for location conditions, submit:

– Request (completed form is received in the municipality)

– Attachments to the request are:

proof of ownership of construction land or proof of the right to long-term lease of construction land or a contract for a concession or other evidence of acquired building right in accordance with law;
geodetic report elaborated on the basis of an extract from an urban plan or state and local urban planning documentation for numerical real estate data prepared by a sole proprietor-authorized surveyor or trade company for geodetic works;
preliminary project or architectural-urban project;
received prior consent from the Agency for Electronic Communications regarding the design project or architectural-urban project for constructions of electronic communication networks and means of local character
obtained prior consent from the competent authorities determined by law
Confirmation of paid administrative fees
The deadline for adopting the solution for location conditions is 5 working days from the date of receipt of the complete documentation. The decision on location conditions is valid for one year from its enforcement in the administrative procedure.

BUILDING AUTHORIZATION

The following shall be submitted for building approval:

– Request (completed form is received in the municipality)

– Attachments to the request are:

a decision on location conditions that is executed in an administrative procedure, with an architectural-urban or preliminary design in accordance with the Law on Spatial and Urban Planning;
a complete basic project in at least two copies and at least three copies of the special reports and phases of the project in order to obtain the appropriate approvals with an audit;
written report and consent for nostrification, if the project is made abroad;
Environmental Impact Assessment Study approved by the body of the state administration responsible for the affairs of the environment, that is, an environmental study report approved by the body for carrying out expert activities in the field of environment or the mayor of the municipality, in accordance with The Law on Environmental Protection and the regulations adopted on the basis of this Law
evidence from the public record for registration of real estate rights – title deed with registered title, other real rights and all pre-notes and notes or other evidence of acquired right to construction in accordance with the law
Confirmation of paid administrative fees
On the basis of documentation and on-site inspection, the municipality provides an act for regulation, construction and leveling line with determination of the construction area and verification of the basic project.

The competent services determine the fee for arranging the construction land.

The deadline for issuing the building permit is 5 working days from the date of receipt of the complete documentation. The building permit ceases to be valid if the investor starts construction within a period of six months from the day the building permit became legally valid.

DECISION FOR APPROVAL OF CHANGES IN THE CONSTRUCTION

For the decision for approval of the change during the construction shall be submitted:

– Request (completed form is received in the municipality)

– Attachments to the request are:

annex to the basic project
only those confirmations and consents whose acquisition arises from the required change
Confirmation of paid administrative fees
CHANGING THE INVESTOR

For the decision to change the investor, submit:

– Request (completed form is received in the municipality)

– Attachments to the request are:

Notification of investor status
Proof that it has the status of an investor
Confirmation of paid administrative fees
APPROVAL FOR PREPARING WORKS

Approval for preparatory works shall be submitted:

– Request (completed form is received in the municipality)

– Attachments to the request are:

project for preparatory work
consents, opinions and evidence for the regulation of property and legal relations for the land on which the facilities for preparatory works
APPROVAL FOR SETTING A TEMPORARY BUILDING

An approval for setting up a temporary object shall be submitted:

– Request (completed form is received in the municipality)

– Attachments to the request are:

contract for short-term lease of construction land concluded in accordance with the law;
property list for the land in question;
a preliminary project for setting up a temporary facility made in accordance with the micro-location conditions

APPLICATION FOR USE

The following shall be submitted for the issue of an authorization for use:

– Request (completed form is received in the municipality)

– Attachments to the request are:

–  project for derived condition;
–   a final report by the supervising engineer that the construction has been built in accordance with the project and the building approval or confirmation from the supervising engineer, the basic or the execution project is simultaneously a project of a derived state;
excerpt from the public book for registering real estate rights for the last state of the registered construction rights (title deed), in order to determine the legal relation regarding the construction between the developer and the owner of the land
Confirmation of paid administrative fees
The deadline for issuing the authorization for use is 15 days from the date of the technical inspection, if the commission that carried out the technical inspection in the minutes states that the construction can be put into service.

APPLICATION FOR RESTRUCTURING, ADAPTATION WITH RESTRUCTURING, RECONSTRUCTION AND RECONSTRUCTION BY RESTRICTED

For the purpose of issuing the approval for conversion, adaptation with conversion, reconstruction and reconstruction with conversion is submitted:

– Request (completed form is received in the municipality)

– Attachments to the request are:

Proof of the right to ownership of the separate part of the facility, that is, the apartment or part of the apartment;
the agreement of the majority of the owners of the apartments at the entrance to the building;
basic project for the envisaged conversion, adaptation with conversion or reconstruction with conversion, with audit in two copies;
an extract from an urban plan that confirms that the object is foreseen in the current urban plan;
opinions and consents provided for in the special laws depending on the conversion;
proof of regulated compensation for arranging the construction land
Confirmation of paid administrative fees
Deadline for issuing approval for conversion, adaptation with conversion, reconstruction and reconstruction with conversion is 7 working days from the day of submitting the request.

 

APPROVAL FOR REMOVAL OF THE OBJECT OR ITS PART

For issuing an approval for removal of an object or its part, the following shall be submitted:

– Request (completed form is received in the municipality)

– Attachments to the request are:

proof of ownership of the building;
project to remove an object or its part
