Department of Human Resources

The Human Resources Management Department performs the activities related to:

– prepares the annual program for the work of the department;

– takes care of the correct application of legal and bylaws in the field of human resources;

– realizes regular communication and cooperation with the other human resources departments of the administrative bodies in order to discover human potentials and gives a proposal for employment without a public announcement from one authority to another;

– participates in the implementation of the organizational development of the body that addresses the issues of planning, employee development, employee retention, change management, employee training;

– monitor the development of the organizational culture in the body;

– advise and cooperate with other managers on issues related to human resources management;

– write the Draft-Rulebook on systematization of the positions in the body;

– prepares questions for the special part of the professional and apprenticeship exam;

– prepares the forms for assessment of civil servants in the municipal administration;

– conduct an analysis of the need for training of civil servants;

– drafts a draft annual training program for civil servants;

– monitors the implementation of the Code of Ethics of Civil Servants and, where necessary, prepares reports;

– keeps personal files and maintains the database of civil servants and submits information about the changes in the Civil Servants Register;

– realizes the principle of publicity and transparency in the work of the bodies of the municipality; – keeps a protocol for the needs of the municipal bodies;

– inform citizens and provide free access to information of public character: receive and act on oral and written complaints of the citizens;

– cooperates with the Civil Servants Agency;

Department for urbanism, communal activities and environmental protection

SERVICES TO CITIZENS:

APPROACH FROM THE URBAN PLAN

To issue an extract from an urban plan shall be submitted:

– Request (completed form is received in the municipality)

– Attachments to the request are:

a copy of a cadastral map for a cadastre parcel

SOLUTION FOR LOCATION CONDITIONS

For solution for location conditions, submit:

– Request (completed form is received in the municipality)

– Attachments to the request are:

proof of ownership of construction land or proof of the right to long-term lease of construction land or a contract for a concession or other evidence of acquired building right in accordance with law;
geodetic report elaborated on the basis of an extract from an urban plan or state and local urban planning documentation for numerical real estate data prepared by a sole proprietor-authorized surveyor or trade company for geodetic works;
preliminary project or architectural-urban project;
received prior consent from the Agency for Electronic Communications regarding the design project or architectural-urban project for constructions of electronic communication networks and means of local character
obtained prior consent from the competent authorities determined by law
Confirmation of paid administrative fees
The deadline for adopting the solution for location conditions is 5 working days from the date of receipt of the complete documentation. The decision on location conditions is valid for one year from its enforcement in the administrative procedure.

BUILDING AUTHORIZATION

The following shall be submitted for building approval:

– Request (completed form is received in the municipality)

– Attachments to the request are:

a decision on location conditions that is executed in an administrative procedure, with an architectural-urban or preliminary design in accordance with the Law on Spatial and Urban Planning;
a complete basic project in at least two copies and at least three copies of the special reports and phases of the project in order to obtain the appropriate approvals with an audit;
written report and consent for nostrification, if the project is made abroad;
Environmental Impact Assessment Study approved by the body of the state administration responsible for the affairs of the environment, that is, an environmental study report approved by the body for carrying out expert activities in the field of environment or the mayor of the municipality, in accordance with The Law on Environmental Protection and the regulations adopted on the basis of this Law
evidence from the public record for registration of real estate rights – title deed with registered title, other real rights and all pre-notes and notes or other evidence of acquired right to construction in accordance with the law
Confirmation of paid administrative fees
On the basis of documentation and on-site inspection, the municipality provides an act for regulation, construction and leveling line with determination of the construction area and verification of the basic project.

The competent services determine the fee for arranging the construction land.

The deadline for issuing the building permit is 5 working days from the date of receipt of the complete documentation. The building permit ceases to be valid if the investor starts construction within a period of six months from the day the building permit became legally valid.

DECISION FOR APPROVAL OF CHANGES IN THE CONSTRUCTION

For the decision for approval of the change during the construction shall be submitted:

excerpt from the public book for registering real estate rights for the last state of the registered construction rights (title deed), in order to determine the legal relation regarding the construction between the developer and the owner of the land

The deadline for issuing the authorization for use is 15 days from the date of the technical inspection, if the commission that carried out the technical inspection in the minutes states that the construction can be put into service.

APPLICATION FOR RESTRUCTURING, ADAPTATION WITH RESTRUCTURING, RECONSTRUCTION AND RECONSTRUCTION BY RESTRICTED

For the purpose of issuing the approval for conversion, adaptation with conversion, reconstruction and reconstruction with conversion is submitted:

SERVICES TO CITIZENS:

ACCEPTANCE OF PARTICIPANTS AND PAYMENT OF PAYERS BY ALL TYPES OF TAXES AND TAXI

SOLUTION FOR THE VISA OF THE HERITAGE AND GIFT TAX The taxpayer of the inheritance and gift tax is obliged to file a tax return within 15 days from the day the tax liability arises. The application is submitted to the municipal administration where the real estate is located, which the inheritor inherits or receives as a gift. The mayor of the municipality makes a decision on the amount of the inheritance tax and gift tax, no later than 30 days from the day of receiving the tax return, and the taxpayer submits the determined tax to the taxpayer.

Deadline for adoption of the act 30 days from the date of receipt of the tax return.

SOLUTION FOR THE RIGHT OF THE REAL ESTATE CHARGE CHARGE

The taxpayer of the real estate tax is obliged to file a tax return within 15 days from the day the tax liability arises. The application is submitted to the municipal administration where the property is located. The mayor of the municipality shall adopt a decision on the amount of the tax on the turnover of real estate no later than 15 days from the day of receiving the tax return, and the taxpayer, ie the buyer, will submit a settled tax.

DECISION TO DECLARE THE EXECUTION OF A DECISION FOR TAX DEBT
